Handle map-notify message

Parameters:

mapNotify - The map-notify message

rlocs - A list of RLOCs which need to be notified

handleSMR

void handleSMR(MapRequest mapRequest,
             Rloc subscriber)

Handle Solicit Map Request message

Parameters:

mapRequest - the SMR message

subscriber - The address of the subscriber that should be SMRed
